Veronica is assigned to cover the Student Council elections for the school newspaper. A rather unexciting assignment becomes more interesting when the favorite candidate among the "disenfranchised", Wanda Varner, loses to the 09ers candidate- Duncan Kane. Something seems off, and Veronica investigates possible cheating.
Wanda Varner, upset about the Pirate Points system at Neptune High (which seems to only benefit the rich students), decides to run for Student Council President and plans to abolish the rewards system. As she seems to be a popular candidate, Logan forces Duncan into running against Wanda. Ms. Dent wants Veronica to do an article about the election, which Veronica finds boring and predictable.
When the election results are announced and Duncan beats Wanda, Veronica is surprised and finds her story. She investigates the election, suspecting that it was rigged. As Veronica goes through and recounts all the ballots, it seems as though Duncan really did win. However, Veronica discovers that some classes were given separate voting instructions to ensure that more votes would go to Duncan.
Because of the mix-up, the school has a run-off election between Duncan and Wanda. Veronica helps Wanda with her campaign, and starts to make a new friend. Unfortunately, she discovers that Wanda is a bit duplicitous. Duncan wins the run-off election, and Veronica tells Wanda that she voted for him.
Duncan takes office as the new president, and his first action is not to abolish the Pirate Points system, but to extend it so that more students can be rewarded.
Logan organizes Bum Fights, and the video gets out all over the internet. Aaron is embarassed by his son, and we find out just what kind of father he is.
Veronica realizes that evidence being used against Abel Koontz in the Lilly Kane murder case must have been planted after she was murdered.
Jake encourages Duncan to run in the election, hoping that he'll find a new passion.
